  Decimals and fractions are used to express parts of a whole.  Percents  also describe parts of a whole. A  percent  is a ratio that describes a quantity out of 100. The symbol for percent is %. The ratio 56 out of 100 is written as 56%. Percents are ratios and can also be written as a fraction or decimal.

  14% describes 14 out of 100. It is written as 14 in the  numerator  and 100 in the  denominator  of a fraction. A percent is always written as the number over 100 as a fraction.

  “Out of 100” refers to the decimal place “hundredths.” 14% is 14 hundredths. You can also take the number and move the decimal two spaces to the left.
